In 5.24 or newer it's systemsettings > KDE Wallet > uncheck "Enable the KDE wallet subsystem". Doing it that way,it does not really matter what else the metapackages take with them,and it can be quite an enjoyable challenge with a minimal install of Plasma,I have taken it to extremes a bit,and used lots of lighter replacements for KDE apps,some from Xfce like Thunar for the plugins and user scripts,Parole media player,Mousepad,Xfce image
